I save all my templates at 300 dpi and 200 x 90mm. Therefore, after opening a photo of a girl, I adjust it (photo) to the size of the template. Otherwise, the photo and template can be very different. To do this, go to the program menu Image - Image Size... and in the window that appears, set the same resolution as the template, as well as a height approximately equal to the height of the template:

When resizing a photo, do not forget to check the box Keep proportions.

Now we need to move our sailor to the template. Let's start by activating Move tool

after which, hovering over the photo and holding the left mouse button, you need to "drag" the sailor onto the template.

Some versions of Photoshop do not support direct mouse dragging. In this case, we will act differently: on the tab with a photo of a sailor, we go Select all(our photo highlighted), then Editing - Copy. Now go to the tab with the template (frame) and click Editing - Paste.

If such a window pops up, click Transform:

Now our photo is on top of the template and we can freely move it with the mouse. To move exactly the sailor, and not the template itself, in the window Layers the layer with the girl's photo should be activated (click on it and it will turn dark blue):

Move the photo closer to the frame cutout. Now we need to move it outside the frame so that it can only be seen through its cutout. To do this, in the window Layers, hovering over the layer with a sailor and holding the left mouse button "lower" (drag) this layer down:

The layers were swapped and our sailor "hid" behind the frame:

I would like to slightly increase the size of our photo. Making sure the window Layers it is the layer with our photo that is active, go to the menu Editing - Free Transform:

Attention! If the frame layer is the background in the Photoshop document (Background), then you will not be able to place layers under it. To do this, you must first convert it to a normal layer. Just double-click on the name of this background layer and in the window that appears, click OK (you can name this layer if you wish).


Next, we need to resize the photo to fit the frame, and move and rotate it if necessary. First make sure that the layer with the photo is currently active, and not with the frame (the active layer is indicated by the brush icon to the left of the name)

We start resizing the photo: using the Ctrl-T key combination or through the Edit --> Free Transform menu, select it and change it as we need. To reduce the photo without distortion, do this while holding down the Shift key. The result will look something like this:
