“The tariffs turned out to be somewhat cheaper than could be expected at the time of the start of the marketing campaign,” said Timur Nigmatullin, financial analyst at Finam. He explains the serious discount by the operator's desire to take a significant share in the largest and marginal market in Russia as soon as possible.

According to Konstantin Ankilov, General Director of TMT Consulting, in a situation where it is impossible to offer a fundamentally new service, it would simply not have been possible to enter an already formed market otherwise. “Obviously, the company has studied the elasticity of demand in Moscow. Audiences were identified where growth could be maximized. And it is to them that the relevant tariffs apply,” he explained. According to Ankilov, forecasts that in the future Tele2 will raise prices to the general level are unjustified. The analyst believes that if there are adjustments, they will be insignificant.

“Tariffs, of course, are significantly lower than those of the Big Three. People who save money and are determined to look for the best deals will actively go to Tele2,” says Yury Dombrovsky, head of the Association of Regional Telecom Operators.

According to Alexander Vengranovich, an analyst at the Otkritie group, the tariffs are not very aggressive. “They are, in general, of course, lower than the Big Three, but one could expect a much worse scenario. Even at these tariffs, they will work with a positive operating margin,” the expert believes. He added that the most popular would be package rates for 99 and 299 rubles, as well as "Orange". Murtazin also thinks the same, who noted that it is “medium” packages that are currently popular with other operators on the Moscow market, and those who just want to try using the new operators will take a package for 99 rubles.

“Tariff for 99 rubles. not bad for tablets, for example, for devices where there is no need to use the voice, ”Vengranovich believes. Tariffs for 299 rubles, in his opinion, compete with tariffs for 400-450 rubles. for the "big three", the fundamental difference is only that Tele2 offers 100 rubles. savings and 1GB more data. It is still difficult to judge whether this will be enough for the subscribers of other operators to switch to a competitor, the expert believes. “Now the penetration of tariffs, where there is a “date” and a voice, together in the “troika” is about 25% in Moscow,” notes Vengranovich. Tariff for 599 rubles. Coverage and frequencies

In the capital, Tele2 launches 3G and LTE networks - the operator does not have GSM frequencies in Moscow, which is why owners of ordinary "push-button" phones will not be able to use the company's services.

At the time of launch, Tele2 expects that the network will be available to more than 90% of the population of Moscow and more than 75% of the inhabitants of the Moscow region. About 7,000 buildings have already been built in the region. base stations operator (5 thousand 3G stations and 2 thousand LTE stations), the network is deployed at frequencies of 800 MHz, 2.1 GHz and 2.6 GHz. By the end of the year, the company intends to cover another 10-12 stations, and completely all stations - within 1.5-2 years.

But a lot will depend on the volume of investments and the speed of resolving the issue with the quality and coverage of the network. “In a good way, we need to invest twice as much as we have invested now,” Konstantin Ankilov said.

And Murtazin believes that the alignment of forces in the market will not change in any way: the “big three” dominated the market, and will continue to dominate. “There is high competition in Moscow, and the tariff plans that Tele2 showed are nothing special,” he said. In addition, according to him, the "big three" "have nowhere to lower prices, and there is no point." From the point of view of the subscriber base, the “big three” will not lose anything in favor of Tele2, from the point of view of money, the losses will not be large. “There is just a little expansion of the Moscow market, 2-3 SIM-cards. People's spending will increase, but the balance of power will not change. This is not bad for business, but Tele2 will not be able to eat a large piece of the market, so no one is going to seriously oppose their efforts,” Murtazin added.

Vengranovich is also confident that Tele2's competitors will not cut prices, but may increase the number of services (minutes and data) in packages.
